So, it's a spicy beef stew with chilies and/or chili powder.
How many beef stew recipes do you follow?

No one has ever been arrested for making it thus and no one has ever refused to eat it.

In my family it's always been spaghetti noodles. Always eaten and never arrested for it also.

Good for you. Down with the establishment!
I make beef stew and occasionally add a little chili powder to give some zing. By definition, it qualifies. I may have to start calling it chili when I share it.....

we serve chili over rice.

when i was on the board for the storytelling group, we had weekend long meetings, with fun dinners both nights. one year, the male members of the board hosted a chili cook off. about 4-5 dfferent styles, and they were all good. fun times.
