I would think the same people for placing a traditional cache. However, is it really necessary to seek permission in the nation forest. We don't need permission to hunt, fish, etc in the national forests. I realize that national parks may be different. |

yes, a contact name and phone number are required on the EC application.

Have not had any experience with the National Forests. As for whom to contact, it looks as if each National Forest has a Supervisor to contact. I woould google the Park and look for the contact person that way. |

I'm guessing that this might be a little late but I do now have a contact for the Chequamegon-Nicolet National Forest if you need it...they even fact checked my information for me. Also, that particular forest's policy allows for geocaches to be placed without permission. While they do not specifically say Earthcaches, those should fall under the same category.
That said there might be a workaround....
This is the response I got from Geoaware about National Forest listings:

Gary,
I am afraid all EarthCaches placed within USFS land must have permission
(or else a direct note to us regarding their policy).

So it is possible they would accept the link to the forests geocaching permission page...or does that mean they want the note from the forest folks...I just went ahead and got real permission from a human. |

This is the final person whose desk my request landed upon. He gave me the A'ok. Keep in mind this was for the Chequamegon-Nicolet National Forest
