There are some changing trends in the feelings about having a required Photo at ECs. Geoaware has stated that he is very concerned about find deletions simply due to a lack of a photo at an EC. Because of this, there is a real possibility that the rules regarding photo requirements may change.
As I have only felt a few logs on my ECs were blazingly fraudulent, I have eased the photo req on some of my caches. There are places where a photo is a very legitimate thing to require but in most cases I feel it is more of a fluff requirement.
I propose the following text as a possible way to reword the requirement. Please review it and add any comments you may have. Let’s see if we can create a friendlier EC environment for our fellow explorers.
It is asked that you take and upload with your “found it” log, a photo of your team with your GPS (or of your GPS alone) at recognizable area near the site. This requirement is optional. HOWEVER, the photo task may be the deciding factor as to whether your log will be accepted should the fulfillment of the other requirements of this EarthCache be in question. To be safe, you should either be positive you can correctly meet the other requirements or you should include a photo with your log.
