You can write the cache page with the coordinates and such as you desire. Just make sure to uncheck the box that says “Yes, this cache is currently active”. Leave a note in the “note to reviewer” block that the cache is not yet active. If it’s a multi, make sure to include the coords to each waypoint in the block for the reviewer also.

If it’s several stages, e-mailing a gpx file of the coords to the approver(s) makes their job a log easier too.
