I know they have been doing this in southern states for about a year. You can log onto a site, find ballon packages that fell around your area, and if you are the first to post your intent to find it, you are given X amount of time to recover it for the given bounty. If you can’t do it in that time, it is no longer yours alone to seek, it is open to anyone, first come, first serve, and you get the $.
