Just returned from ten days of hiking/camping/caching in the Ozarks of Arkansas. The state parks are very open to caching. I met a ranger from the Army Corps of Engineers Parks while getting trail info. He noticed my Geocaching.com hat, and we got in a great conversation about the Corps being interested in attracting this type of people to their parks. He even knew of our team from reading logs in his area. They were very pleased with our cache-in, trash-out policy. It was a very positive conversation and I was able to pass his name on to some of the local cachers that we know.
