If the poll has NOT been voted on, you can edit it by editing the post that created the poll (typically the first one in a topic).
But once someone has voted, the “options” for a poll cannot be changed. (This makes sense… you wouldn’t want the candidates changing in the middle of a presidental election, right? 😀 Same reasoning here…) The poll can be deleted or replaced by an entirely new one (erasing all votes) at any time… at least admins can do this, I’m not sure about regular users.
