How do you put Wisconsin Geocaching…….. thing? (well you know that sign that says that on Geocaching.com) when you submit a new cache?

You can put that on after the cache is submitted. There is a link to the same question. It is in our HELP forum, asked by another cache a while back. You can copy and paste the HTML from there!! HOpe that helps!!
