I’m sure one of my TBs is not in the cache it’s listed in. If I mark it “missing” can it still be logged again if it turns up?
I’m reasonably certain it can be logged even after being marked as missing.

Yes, as long as whoever finds it knows to enter the tracking number and log it from there. We’ve done that with some we’ve found, and people are always happy to see them back into play.
