You probably received the Illinois souvenir because you have found a cache in that state. Not all state souvenirs have been released yet. People who attended the West Bend mega event in August got one when they logged their attendance there. Anyone who found a cache on 10-10-10 received a souvenir when they logged their first cache from that date.
