Personally I voted for the TB as my family tends to enjoy them more than the coins.
However, since part of the purpose of the grant is to promote tourism, I would think that the money might be best spent on trackable coins. A well-designed coin could encourage more people to visit the area when it travels around the country. You might even consider having some coins sent out of state (since out-of-staters are more likely to need hotel rooms).
