Wisconsin Lonely Cache Game

I would like to be more involved with Wisconsin Lonely Cache Game? Before I go out and locate some of theses Lonely caches would like to understand more about it before starting. So far thats working out except one thing. When I go to Submit report an Error message appears.

“Must be a WGA member or friend in order to submit lonely cache reports”

I tried on two Pc’s, two versions of windows and run into the same thing. Any words of wisdom to help me tackle this problem.
