On the Left Side of the Road...Since the topic is getting around user fees, it seems the only option for a bona fide EC is to place the coordinates outside the national park. As to where the EC itself would take you, that’s another matter. How closely are ECs checked for where they take players? That is, could you have an EC start outside the park and go into the park?
If that’s not possible, then it depends what your objective is for the cache itself. If you are set on having an EC then you may be stuck.
But if your intent instead is to highlight a feature of the park, or provide an educational experience, then why not go with a challenge? It could be written up the same way.
Other options are outside the scope of geocaching but are also a possibiliy if you don’t care about the find count. For instance, a physical letterbox could be placed with no preapprovals or fees whatsoever. There are several in the park already.

Well I think everyone but two already know that they lost. And one of those two should know that he lost, too. 😆 Just checked, and the Steele Driving School website has removed the “Vote for Me” headline and links.
I’m just hoping that the “DNF Rick” wasn’t waging some secretive paper ballot campaign all this time. Don’t know how he’d do that, but anything is possible.
Ballots can be mailed in but not in bulk, only one per envelope. And I’m guessing Best Buy and Goodwill didn’t have them in PA. So it would take ground operatives here.
Anything is possible but it really seems that PA Poser’s strategy was to mine his captive audience for multiple votes and then utilize an after hours army to enter them, in contrast to having a grass roots ground game.

This is all I saw just now: “Voting is now closed for the Packers Fan Hall of Fame” Nothing about Round 1.
If you go to individual comment pages you see the round 1 verbiage.
I chalk it up to gremlins.

I noticed that. It could be a default message from the upickem site, or it could refer to the close of the online ballots vs the paper.
On the Left Side of the Road...The only thing I can think of is that they were using GMT (Greenwich mean time) so that it was standard everywhere. That means 5:30 GMT would have been 11:30 here, which appears to be when voting closed.
