i thought i might be able to use that as an excuse for some of my DNFs, but 12/6 was a Wednesday and I don’t cache on Wednesdays.
Even the busiest of the Milwaukee County Parks [Estabrook, Grant or Whitnall] hosts no more than a score of geocaches. I have no thoughts that parks departments view geocache registration fees as a viable source of revenue. I believe the fees invoked by Dane, Brown or any other county are largely for the purpose of limiting the activity. This means reduced administrative cost. Fewer caches registered means lower demand on the staff. If we tell them that fees will make us abandon the parks, it will not cause them alarm.
The purpose of offering to manage the data for P&R is to reduce their administrative cost. With their shrinking budgets, we need to show them improved cost/benefit ratios. We can talk all day about how our sport is good for the parks, we are good people, family people, we clean-up after ourselves, yada, yada. But, if they see that they are now in the position of needing to track our activity, answer to Homeland Security, monitor traffic, etc; we will lose.
My thoughts on developing such a database are that it could solve problems for P&R and WGA folks. Can we make it work and how?
Working from memory here and it’s not very good. I visited the marsh several years ago and for some reason (GC9E82) Bud Cook Bonanza by GeoVet stands out in my memory.
Dogs are allowed on a leash and there is a wide variety of birds that may be seen here.
It would be nice to have an attorney involved here…
the Freedom of Information Act (FOIA) is a federal act and only applies to federal documents, although I am sure there are similar laws on the state level.
Section 552 of the FOIA allows specific exemptions that may apply here. one is the exemption of “Trade Secrets:” and this might be interpreted to include some of the data we include on DNR forms. Another exemption is to prevent the “unwaranted invasion of privacy”
Under federal law, it would be concievable that the DNR would be within their rights to return a form to the requestor with a majority of the data “blacked-out.”
Any attorneys out there?

We hadn’t prepared for technical difficulties. Our dial-up connection doesn’t work without a phone. AT&T has been working on repairing our line for the past few days(???) making it necessary to go to the library for WiFi access. Saturday, after getting the car stuck twice within 2 blocks of the house, we pulled out a half dozen old VHS & DVD movies and resigned ourselves to being homebound.
Milwaukee County Code is clear on permissibility of geocaching:

(1) Prohibited except in designated areas. No person shall engage in any sport, game, race or amusement in any park or parkway except upon such portions thereof as may be designated for that purpose, and then only under such rules and regulations as may be established by the park commission.
===============================================If a Parks representative has stated that they are working on a geocaching policy, I would take that as a positive sign.

How about a BYO caching event… some predetermined Saturday morning, plant a temp and bring the coordinates to a breakfast gathering at Old Country Buffet. Then everybody can seek each others temp caches. Whoo-hoo what fun. 😀

Thanks for the glowing report. We have heard similar reports from land managers in SE Wis as well; but it is great to hear that the positive attitudes exist in your corner as well.
Keep playing nice with them and they won’t take the ball away.
Here is a real quick number to consider: On Jan 1,2003 we had about 300 members, 48 votes is 16%. Today we have 933 members, 131 votes is 14% and there are still a couple of days to go.
