Not sure how the LCG program gathers information, but as far as GC goes, it uses the date at the top of the cache page. Newly published caches won’t show up as “new” unless the date at the top is seven days ago or less.
Side note: Back in the day when we had dial-up, I couldn’t get the correct date on any of my cache submissions, and I had to ask the reviewers to change those to current for me. If I forgot to ask, or if I went in to edit something later, the date on the cache page would show up as some time in 1901.
I think that would trump Bartrod’s languishing project. 😉

It would be nice to see the Wisconsin DNR get on board with this. The state parks that have many geocaches in them have seen increases in their numbers of visitors.
If the state doesn’t want to get involved, maybe the WGA can organize an effort to get geocaches in every park, even if they are put out and maintained by individual cachers. The WGA can set some kind of standards, and the costs can be covered either by the WGA or the cache hiders. The WGA can “own” the challenge.

Don’t know of a Wisconsin State Park Challenge, but there are two challenges that I am aware of that involve Wisconsin public lands:
GC3BRE4 “Wisconsin Playlands” by Trekkin’ and Birdin’ near Bangor

I would congratulate the Team on the big milestone, but then they would have to kill me. (Congrats anyway. ;))
I refer you to the Website Navigation section on the left of the WGA site. Right above the bright aqua Forums section is one titled “Location Rules and Regs”. Different counties and entities and their requirements can be accessed under that heading.
I have enough puzzle DNA of my own, thank you, but I have drunk the koolaid put out by many a Wisconsin puzzler (there are quite a few other puzzle locales around the state besides Selzzup, you know), so I’m fortified that way. Just wanted some suggestions of what to pack in my “bag of tricks”.
